1. Purpose of the PAIA Manual

The Promotion of Access to Information Act, No. 2 of 2000 ("PAIA") gives effect to the constitutional right of access to information held by the State and any information that is held by another person and that is required for the exercise or protection of any rights.

This Manual facilitates requests for access to records of Jacumbi Projects as a private body and outlines the categories of records held, the request procedure, and applicable statutory fees.

2. Guide of the Information Regulator

The Information Regulator has compiled an official guide on how to exercise rights under PAIA in all official South African languages. Members of the public can inspect or obtain a copy of this guide from the Information Regulator at https://inforegulator.org.za.

3. Categories of Records Automatically Available

The following records are publicly and automatically available without a formal PAIA request:

  • Website content, service brochures, project portfolios, and promotional photographs.
  • Public customer reviews and verified testimonials.
  • Our POPIA Privacy Policy and this PAIA Manual.

4. Records Held by Jacumbi Projects

Jacumbi Projects maintains records relating to:

  • Commercial & Operational Records: Contracts, vendor supplier agreements, supplier invoices, material receipts, and equipment logs.
  • Customer & Project Records: Customer project inquiries, written quotes, scopes of work, job cards, site photos, and payment receipts.
  • Financial Records: Invoices, accounting ledgers, and SARS tax returns.

Note: Access to certain records may be refused based on legal professional privilege, commercial confidentiality, or protection of third-party privacy as prescribed in Chapter 4 of PAIA.

5. Request Procedure

To request access to a record not automatically available:

  1. Complete Form 2 (Request for Access to Record of a Private Body) available on the Information Regulator's website.
  2. Submit the completed form along with proof of identity to our Information Officer at jacumbiprojects2@gmail.com.
  3. Specify the right the requester wishes to exercise or protect and provide an explanation of why the requested record is required for that purpose.
  4. Pay the prescribed request fee where applicable under the PAIA regulations.

6. Decision and Timelines

The Information Officer will process the request and notify the requester in writing within 30 days of receiving the completed request form and fee, unless an extension is applicable in terms of Section 57 of PAIA.
